[Open Office] [PATCH] Fix parallel build of oovbaapi

Parallel build of ooo-build-2.2.0.1 fails in oovbaapi due to office.db
not created before trying to build util subdirectory. Attached patch
fixes that.

Ok to commit to ooo-build-2-2 branch? It doesn't seem to apply to trunk.
