[Open Office] [PATCH] don't unpack libwps when using --with-system-libwps

Hi,

bin/unpack currently tries to unpack the libwps tarball even when using
--with-system-libwps. The problem is that bin/setup doesn't set the
SYSTEM_LIBWPS variable.

Ok to commit attached patch?
