If you package -sdk_oo separately, odk should go into this tarball, too. 
Only sdk_oo depends on odk.

Debian is using system-icu (if the right version is available) and 
system-boost. And system-db, system-hsqldb, system-xmlsec (if the right 
version is available), system-curl, ... . And there are hacks to use 
system stlport and system xalan.
